North Korea's nuclear programme: How advanced is it?

Has North Korea got the bomb?

Technically yes, but not yet the means to deliver it via a missile.
In 2006, 2009, 2013 and 2016, North Korea announced that it had conducted successful nuclear tests - they came after the North was sanctioned by the UN for launching rockets.

Analysts believe the first two tests used plutonium as the fissile material. The North is believed to possess enough weapons-grade plutonium for at least six bombs.
Whether it used plutonium or uranium as the starting material for the 2013 test is unclear.
While these were atomic bomb tests, North Korea said its test in January 2016 was of a hydrogen bomb. Again, the starting material is unclear.
H-bombs use fusion - the merging of atoms - to unleash massive amounts of energy, whereas atomic bombs use nuclear fission, or the splitting of atoms.
However, some experts cast doubt on the H-bomb claim, given the size of the explosion registered.

What do we know about the North's nuclear programme?

The Yongbyon site is thought to be its main nuclear facility. The North has pledged several times to halt operations there and even destroyed the cooling tower in 2008 as part of a disarmament-for-aid deal.
But in March 2013, after a war of words with the US and with new UN sanctions over the North's third nuclear test, it vowed to restart all facilities at Yongbyon.
However, the US never believed Pyongyang was fully disclosing all of its nuclear facilities - a suspicion bolstered when North Korea unveiled a uranium enrichment facility at Yongbyon (purportedly for electricity generation) to US scientist Siegfried Hecker in 2010.
Mr Hecker's 2010 visit and subsequent report remains the most recent and reliable account of the complex.
In April 2015 a US think tank said satellite pictures taken in early 2015 suggested the reactor at Yongbyon may have been restarted. Then in September, state media announced that "normal operation" had started at the production plant.
The January 2016 test was said to have been carried out at the Punggye-ri site.

Both the US and South Korea have also said that they believed the North had additional sites linked to a uranium-enrichment programme.
A test based on a uranium device would spell new dangers for monitoring and proliferation because weapons-grade plutonium enrichment happens in large facilities that are easier to spot.
Uranium enrichment uses many, possibly small, centrifuges that can be hidden away. While North Korea has depleted its stocks of "reactor-grade" plutonium needed to make the weapons-grade variety, the country has plentiful reserves of uranium ore.

What has the global community done about the programme?

Multiple rounds of negotiations have taken place between the North, the US, Russia, China, Japan and South Korea aimed at persuading Pyongyang to give up its nuclear ambitions. But none of this has ultimately deterred North Korea.
In September 2005, after more than two years of on-off talks, North Korea agreed a landmark deal to give up its nuclear ambitions in return for economic aid and political concessions.
Implementing the deal proved extremely difficult and the talks stalled in April 2009.
Contacts in July 2011 did not get far before long-time leader Kim Jong-il died and was succeeded by his son, Kim Jong-un.
Another step forward in early 2012, when North Korea suddenly announced it would suspend nuclear activities and place a moratorium on missile tests in exchange for US food aid, came to nothing when Pyongyang tried to launch a rocket in April that year.
The UN further tightened sanctions after the 2013 test.
The 2016 test brought another round of universal international condemnation, including from China.

Did the 2013 test advance North Korea's nuclear capabilities?

North Korea made certain claims about its capabilities in the wake of its test.
Firstly, it claimed it had "miniaturised" a device, that is, made a device small enough to fit a nuclear warhead onto a missile.
In April 2015, it repeated this claim, but US officials were quoted as casting doubt on this claim and experts say it is difficult to assess the progress North Korea has made on miniaturisation.
Pyongyang also said the 2013 test had a much greater yield than the plutonium devices it detonated in 2006 and 2009.
Some analysts have suggested that warnings of a "high-level" test could have been code for the use of highly enriched uranium (HEU) rather than plutonium.
Although both represent roughly the same level of threat, a uranium bomb would signify a huge technological achievement because the process of distilling natural uranium ore to the stuff suitable for bombs is profoundly difficult.
The 2013 test was indeed larger in force than previous ones but monitors failed to detect radioactive isotopes. Finding certain isotopes would help experts determine whether a plutonium or uranium-based device was used.
But a well-contained test could yield no radioactive isotopes, experts say. So uncertainty remains.

2016 - an H-bomb test?

North Korea's claims it carried out an underground test of a hydrogen bomb in January 2016 were met with plenty of scepticism.
Initial estimates put the blast in the 10 to 15 kiloton range, whereas a full thermonuclear blast would be closer to 100 kilotons.
Tests for regional radioactivity will again be carried out, but there is no certainty they will offer a definitive conclusion.
As in 2013, North Korea claimed this was a successful test of a miniaturised device. Again it has not been verified.
On the US Geological Survey detected an unusual 5.1-magnitude tremor in North Korea, located in the northeast of the country — a part of the world not known for earthquakes but very close to the nuclear test site of Punggye-ri. This underground nuclear site has been the location of three previous nuclear tests in 2006, 2009, and 2013, so monitoring agencies suspected that a fourth one had just happened:
Hours after the tremors, the North Korean regime announced it had successfully carried out its first underground test of a hydrogen bomb — a weapon much more powerful than an atomic bomb. But many experts discounted these claims because they say the blast wasn't large enough for a hydrogen bomb, which would yield 20 megatons, versus the 6 kilotons estimated in the recent test.
Even if North Korea didn't detonate an H-bomb, the tremor could still be North Korea's fourth nuclear test, and the United Nations Security Council has condemned it as "a clear threat to international peace."
North Korea has been developing a missile program over the past few decades, which has grown from artillery rockets to short- and medium-range ballistic missiles. It's also trying to develop long-range missiles. According to experts, some of these missiles could have the capacity to carry nuclear warheads, but there are doubts that North Korea can develop a nuclear weapon small enough for that. In addition to all the missiles on the chart above, there are reports that North Korea may have test-fired a ballistic missile from a submarine in late December. And in May, North Korea said it had conducted a similar successful submarine launch. A submarine-launched missile would be a significant boost to Pyongyang arsenal because those missiles are very difficult to detect and have a bigger range than land-based ones.

COUPLE CONVICTED FOR MASTERMINDING  LONDON TERRORIST ATTACK


A husband and wife have been convicted of masterminding a terror attack on the 10th anniversary of the London suicide bombings earlier this year.

Mohammed Rehman, 25, used the Twitter name “Silent Bomber” and asked users whether he should bomb a shopping centre or the London Underground train network.
Rehman used as his profile picture an image of the Islamic State group militant known as “Jihadi John”, believed killed earlier this year, and was said by prosecutors to have had a “keen interest” in IS.
He was arrested in May after posting a tweet saying: “Westfield shopping centre or London underground? Any advice would be greatly appreciated.”
That was accompanied by a link to an Al-Qaeda press release about the July 2005 bombings in which four suicide bombers targeted London’s transport system. Fifty-two people were killed.
The couple were accused of planning their attack around May 28.
Rehman was convicted alongside his wife Sana Ahmed Khan at London’s Old Bailey criminal court.
Police also seized more than 10 kilogrammes (22 pounds) of urea nitrate, which can be used to manufacture a large bomb, from their house and he filmed himself testing explosives in their back garden.
“Given his prior knowledge, experience and the ready availability of the chemicals, the manufacture of a detonator would have taken no more than a couple of days and could have been done by him much quicker if he chose to,” prosecutor Tony Badenoch told the court.

HOODLUMS DISRUPT X-MAS ACTIVITIES AT LAGOS
NATIONAL THEATRE 

Hoodlums on Friday distorted the peace of fun seekers at the National Theatre, Iganmu, Lagos, the News Agency of Nigeria (NAN) reports.

Many people who had come to the premises to spend the Christmas day lost their valuables during the incident which occurred between 4.30 p.m. and 5 p.m.
The venue suddenly became chaotic as members of the public, who had come for relaxation and sightseeing took to their heels following the activities of the suspected hoodlums.
But the Police at the National Theatre Post eventually apprehended some of the suspected hoodlums.
Mr Philip Patrick, a 19-year-old student, told NAN that he just saw people running all over the premises of the theatre.
“I came here with my siblings to spend the Christmas day.
“We were having a picnic sort of, and all of a sudden, we saw people running in different directions; we also saw a `danfo’ bus move speedily around the complex.
“No one could really explain exactly what was happening but we had to run for safety first.’’
Patrick said that there were many pickpockets around.
“There are also a lot of pickpockets around harassing fun seekers.
“One of them took my camera but returned it immediately when I saw his hand coming out from my pocket.
“I also saw the same man take items from other people,’’ Patrick said.
Mrs Anabel Gbenro, a teacher, said that the incident was terrifying.
“I have come here with my family to give them a tour of a historic place in our country.
“The next thing we saw was people running to different directions.
“It is annoying that hoodlums are roaming everywhere here taking items from innocent people who are trying to relax their nerves.
“The security should be tighter; the police should increase their surveillance,’’ Gbenro said.
Miss Precious Ukawuike, another fun seeker, said that more should be done to restore the glory of the theatre.
“We cannot even go inside the theater; on a day like this, we cannot go inside to see how it is.
“It is sad that a lot of our young generation, especially those living outside Lagos do not know what the National Theatre is.
“I also think that people with demeanor which are visibly questionable
should be further scrutinised by security agents to prevent them from harassing harmless citizens,’’ Ukawuike said.

 The NCAA, yesterday imposed what it called an applicable sanction on Aero Contractors Airlines in line with Nigerian Civil Aviation Regulations, NCARs, Though, the specific sanction was not revealed but the agency said that it runs into millions of Naira.

 According to Mr Sam Adurogboye, Ag General Manager, Public Relations, NCAA ,The Nigerian Civil Aviation Authority (NCAA) has imposed an applicable sanction on Aero Contractors Airlines in line with Nigerian Civil Aviation Regulations (Nig.CARs).”

In a letter conveying the sanction, the Director General of the Regulatory Authority, Capt. Muhtar Usman, said the action of Aero Contractors Airline in allowing the use of a ladder to disembark passengers from a Boeing 737 – 500 aircraft in a non-emergency situation is contrary to its approved aircraft handling manual.”
Therefore this is a violation of Part 9.2.4.2(b) of Nig.CARs  which part attracts a civil penalty. All relevant agencies made useful submissions during the course of the investigation.”
The DG continued in the letter that, ‘’in view of the safety implications of your action you are hereby sanctioned in accordance with the provisions of Part 20.2.3(15) of the Nig.CARs.’’
Although the incident did not result in any mishap, the aircraft is airworthy and the Crew well qualified to operate the flight. However, it is viewed as a breach and resultantly a fine running into millions of naira have been clamped on the airline to serve as deterrence and to forestall any similar infraction by any other airline operator.”
In addition, the Captain of the flight was similarly fined for failing to comply with the provisions contained in the aircraft manual.”
The Nigerian Civil Aviation Authority ,NCAA, therefore wishes to reiterate its earlier warning that all airlines should endeavour to adhere strictly to Civil Aviation Regulations.
